THE FEDERAL TRADE COMMISSION ACT OF 1914 The Federal Trade Commission Act of 1914, 15 U.S.C. § 45(a)(1), delegated to the Commission the power to prevent the use of unfair or deceptive methods of competition in interstate commerce. To enforce this statutory power, Congress empowered the Commission to investigate allegations of anticompetitive practices and to file a complaint in federal district court if it finds a violation. 15 U.S.C. § 53. In determining whether to file a complaint, the Commission has interpreted the scope of its authority to extend not only to practices which have been "injurious to consumers," but also to "unfair methods of competition and unfair or deceptive acts or practices in commerce." In re William Bridgestone/Firestone, Inc., FTC Docket No. 9120, 1992 WL 257507 (1992) (FTC Br.). Indeed, the Federal Trade Commission Act is concerned with practices which may be "deceptive" to consumers. FTC Br., at *10. 4. THE PURPOSE OF THE DECEPTIVE TRADE PRACTICES ACT OF 1962 Congress enacted the Detrimental Trade Practices Act of 1962, 15 U.S.C. § 45, to provide an effective Federal remedy against deceptive trade practices. In § 2 of that Act, Congress incorporated the "fair competition" standard that had been formulated by the FTC in Federal Trade Commission v. Sperry & Hutchinson Co., 405 U.S. 233 (1972), under the Federal Trade Commission Act of 1938,
